The Jean Monnet Module ‘EU-Western Balkans Cooperation on Justice and Home Affairs’ (EUWEB), started on 10 March, will get to the core of the Advanced Specialization Course on Thursday 31 March 2022 at 2.30 PM and Friday 1 April 2022 at 9.30 AM in ‘Nicola Cilento’ hall and on the platform ‘Microsoft Teams’.

Divided into four sessions and structured in two days, the event will address ‘EU ‘Boundaries’ and Challenges in the Field of Asylum and Migration Management: A Look at the Western Balkans’.

After the welcoming speeches and opening remarks by Profs. Teresa Russo (EUWEB Leader), Anna Oriolo and Gaspare Dalia (EUWEB Key Teachers), the first two sessions will take place on 31 March 2022 and will both be chaired by Prof. Giancarlo Scalese (Full Professor of International Law, Department of Economics and Law, University of Cassino and Southern Lazio).

The First Session (The ‘New’ Boundaries and Challenges of EU, h. 3:00 PM) will be enriched by the remarks of Prof. Giuseppe Morgese (Associate Professor of EU Law, Ionic Department in Legal and Economic Systems of Mediterranean, University ‘Aldo Moro’ of Bari) and Profs. Annita Larissa Sciacovelli (Adjunct Professor of International Law, Department of Law, University ‘Aldo Moro’ of Bari) and Maria Eugenia Bartoloni (Full Professor of EU Law, Department of Law, University of Campania ‘Luigi Vanvitelli’).

The Second Session (The Challenges of the Western Balkan Region in Aligning with EU Standardsh. 4:15 PM) will see as speakers Prof. Teresa Russo (Associate Professor of EU Law, DSG, UniSa and EUWEB Leader), Prof. Leonardo Pasquali (Associate Professor of International Law, Leader of Jean Monnet Module ‘Solidarity in EU Law’ (SoEULaw), University of Pisa) and Dr. Oliviero Forti (Responsible for Migration Policies at ‘Caritas Italiana’).

final debate will close the first part of the international Conference.

Afterwards, the two remaining sessions are to be held on 1 April 2022.

The Third Session (Asylum and International Protection) chaired by Prof. Ennio Triggiani (Professor Emeritus of EU Law, Department of Political Sciences, University ‘Aldo Moro’ of Bari) will be divided into two sub-sessions.

The First Sub-session, III.A (Substantive Aspects, h. 9.30 AM) will see Prof. Francesco Cherubini (Associate Professor of EU Law, Department of Political Sciences, University LUISS ‘Guido Carli’ of Rome) and Dr. Maria Cristina Romano (Lawyer, Association for Juridical Studies on Immigration, ASGI) as speakers, while the second one, III.B (Procedural Aspects, h. 10.30 AM) will be animated by the speeches of Dr. Mariella Santorufo (Deputy Prefect, President of the Territorial Commission of Salerno for the Recognition of International Protection), Dr. Francesca Iervolino (Judge of the Specialised Section ‘Immigration and Asylum” at the Court of Salerno) and Dr. Antonio Valitutti (President of the Chamber at the Italian Court of Cassation).

Subsequently, it will be the turn of the fourth session (EU Strategy Against Irregular Migration, Criminal Victimization and Migrants’ Rights), allocated into three sub-sessions.

The first sub-session, IV.A (Strategies Against Irregular Migration, h. 2:30 PM) will be chaired by Prof. Ana Nikodinovska Krstevska (Dean of the Department of International Relations and EU Law and Professor of EU Law, Faculty of Law, University ‘Goce Delčev’ of Štip, North Macedonia) and will see Prof. Fabio Spitaleri (Associate Professor of EU Policies, Department of Legal, Language, Interpreting and Translation Studies, University of Trieste) and Dario Belluccio (Lawyer, Association for Juridical Studies on Immigration, ASGI) as speakers. The second sub-session, IV.B (Migration Phenomenon Between Victimization and Crime, h. 3:30 PM) will be chaired by Prof. Francesco Mancuso (Full Professor of Philosophy of Law, DSG, UniSa) and will be enriched by the speeches of Profs. Monica Massari (Associate Professor of Sociology, Department of International, Legal and Historical-Political Studies, University of Milan), Olga Koshevaliska (Dean of the Faculty of Law and Professor of Criminal Law and Criminal Procedure Law, University ‘Goce Delčev’ of Štip, North Macedonia), Ana Nikodinovska Krstevska (Dean of the Department of International Relations and EU Law and Professor of EU Law, Faculty of Law, University ‘Goce Delčev’ of Štip, North Macedonia) and Elena Maksimova (Vice-Dean for Education, Assistant Professor of Criminal Law and Criminology, Faculty of Law, University ‘Goce Delčev’ of Štip, North Macedonia). Finally, the third sub-session, IV.C (Migrants’ Rights, h. 5.15 PM) will see as chair Monica Massari (Associate Professor of Sociology, Department of International, Legal and Historical-Political Studies, University of Milan) and as speakers Profs. Heliona Miço (Lecturer of Public Law, Department of Law, University ‘EPOKA’ of Tirana, Albania) and Rossana Palladino (Lecturer of EU Law, DSG, UniSa).

The second day of the Inaugural Conference of the third edition was dedicated to the EU enlargement.

The morning of 11 March 2022 was indeed the occasion for a round table entitled ‘Italy and the Balkans: The Prospects of the Path of Accession to the European Union’, organized in collaboration with the Italian Ministry of Foreign Affairs and International Cooperation. Introduced by Prof. Teresa Russo (Associate Professor of European Union Law, DSG UniSa) and moderated by Dr. Andrea Cascone (Director for Adriatic and Balkans – Directorate General for Europe and International Trade Policy – Ministry of Foreign Affairs and International Cooperation), it saw the participation of Dr. Zef Mazi (Chief Negotiator with the EU, Albania), Dr. Edin Dilberović (Director of the Directorate for the European Integration, Bosnia-Herzegovina), Dr. Bojan Marichic (Deputy Prime Minister for European Affairs, North Macedonia), Dr. Zorka Kordić (Chief Negotiator with the EU, Montenegro), Dr. Florim Canolli (Director of Development Cooperation Office – Office of the Prime Minister, Kosovo) and Dr. Miroslav Gačević (Assistant Minister, Ministry of European Integration, Serbia).

The roundtable was conducted in the form of Q&A by Albanian and Italian students, academics, and representatives of civil society.

The event was the occasion to address the current and future cooperation between the University of Salerno and our Partner academic institutions from Albania, providing interesting proposals to enrich the didactic programme of both universities, as well as to plan further activities, such as the final conference of the third edition of EUWEB Module, scheduled for the next June at ‘EPOKA’ University of Tirana.

 

Final Conference of the Jean Monnet Module EU-Western Balkans Cooperation on Justice and Home Affairs (EUWEB), 2nd Edition

On Wednesday 23 June 2021 at 2:45 PM on the platform “Microsoft Teams”, the Final Conference of the 2nd of the Jean Monnet Module “EU-Western Balkans Cooperation on Justice and Home Affairs” (EUWEB) took place. EUWEB Module is a Specialized High Training Course coordinated by Prof. Teresa Russo (Module Leader), together with the Proff. Anna Oriolo and Gaspare Dalia (Key Teaching Members).

The event ended the cycle of training courses carried out weekly from March to June 2021, on the topics of immigration, asylum, border control, fight against transnational crime, police and judicial cooperation as well as the protection of fundamental rights with a view to the future accession of the Western Balkans to the Union. The 2nd edition included specific insights concerning the impact of the current health emergency, as well as information and communication technologies.

The Final Conference, structured in three sessions that reflect the thematic and research areas of the Course, started with the welcoming speeches of the Rector of the University of Salerno, Prof. Vincenzo Loia, and of Profs. Giovanni Sciancalepore (Head of Department of Legal Sciences), Francesco Fasolino (President of the Didactic Council of the Department of Legal Sciences, University of Salerno) and Angela Di Stasi (Full Professor of International and EU Law, Department of Legal Sciences, University of Salerno, Director of the Observatory on the “European Area of Freedom, Security and Justice”).

The first session (Cross-border security, Migration and Asylum Management, h. 3:45) was chaired by Professor Lina Panella (Full Professor of International Law, Department of Law, University of Messina) and introduced by Professor Teresa Russo (Associate Professor of European Union Law, Department of Legal Sciences, University of Salerno). The session was enriched by the reflections of Dr. Cristina Correale (Judge at the Department of Migration and Asylum Law of the Tribunal of Naples, European Asylum Support Office (EASO) Judicial Trainer) and Prof. Christopher Hein (Lecturer of Immigration & Asylum Law and Policies, Department of Political Sciences and School of Government, University “LUISS Guido Carli” of Rome).

Then, the second session (Fight Against Transnational Crime and Protection of Fundamental Rights, h. 3:55) was chaired by Prof. Luigi Daniele (Full Professor of EU Law, Faculty of Law, University “Tor Vergata” of Rome) and introduced by Prof. Anna Oriolo (Associate Professor of International Law, Department of Legal Sciences, University of Salerno). This Session saw the speeches of Dr. Uglješa Ugi Zvekić (Ambassador, Head of the Permanent Observer Office of the European Public Law Organization (EPLO) to United Nations (Vienna)) and Col. Prof. Metodi Hadji-Janev (Associate Professor of International Law at the “General Mihailo Apostolski” Military Academy of Skopje, unit of the University “Goce Delčev” of Štip).

Lastly, the third session of the Conference (Police and Judicial Cooperation, h. 4:45), chaired by Dr. Lorenzo Salazar (Deputy Public Prosecutor at the District Court of Appeal of Naples, Vice Chair of the OECD Working Group on Bribery in International Business Transactions (WBT)) and introduced by Prof. Gaspare Dalia (Lecturer of Comparative Criminal Procedural Law, Department of Legal Sciences, University of Salerno), was animated by the speeches of Dr. Fulvio Baldi (Deputy General Prosecutor of the Republic at the Italian Supreme Court of Cassation, International Affairs Office) and Dr. Nikola Šaranović (Former Director General for International Cooperation at the Ministry of Justice of Montenegro).

The Conference was closed by the presentation of the research carried out by the members of the 2nd edition’s Secretariat and by the discussion of the best papers written by the participants in the Course.

The Conference was also be attended by professors of Albanian and Macedonian universities, as well as representatives of associations, respectively as partners and supporters of the Module.

On Friday 11 June 2021, starting at 2.30 pm, the last Lecture of the 2nd edition of the Jean Monnet Module EUWEB took place on the “Microsoft Teams” platform, dedicated to the Judicial Cooperation in the Fight Against Transnational Crime: EPPO, EUROJUST and OLAF. The Lecture started with the introductory speech by Profs. Anna Oriolo, Teresa Russo and Gaspare Dalia (Cross-Border Judicial Cooperation in the Digital age: An Overview). Then, it was followed by the speeches of Dr. Danilo Ceccarelli (The European Public Prosecutor’s Office. Structure, Mandate and a Focus on the Cross-Border Investigations), Dr. Vincenzo Picciotti (The European Delegated Prosecutor and the Italian Legal System: Closed vs. Open Issues), Prof. Dragana Čvorović (Strengthening the Capacities of the Public Prosecutor’s Office in the Process of Serbia’s Accession to the EU), Dr. Aldo Ingangi (EUROJUST: Tasks, Competence and Operational Functions in Cross-Border Crimes), of Lt. Col. Antonio Gallo (OLAF’s role in Investigations, Coordination and Cooperation in the Fight Against EU Budget Fraud) and Prof. Pasquale Pistone (The Fight Against Transnational Crime in Tax Matters: the Joint Audits). The final debate concluded the activities.

On Friday 28 May 2021, starting at 2.30 pm, on the “Microsoft Teams” platform, another Lecture of the Jean Monnet EUWEB Module took place, dedicated to Anti-Corruption and Anti-Money Laundering: Judicial Cooperation and Joint Investigation Teams (JITs). The Lecture opened with an introduction session (Judicial Cooperation Tools, hrs. 3 pm) by Profs. Gaspare Dalia, Teresa Russo, and Anna Oriolo (Fight Against Corruption and Money Laundering at International, EU and National Level), by Dr. Michele Fini (Extradition Procedures in the Relationships with the Western Balkans: Regulatory Framework and Practical Application). Then, the first session (Join Investigation Teams, hrs. 3.50 pm) was animated by the speeches of Prof. Rosa Maria Geraci (The Joint Investigative Teams: Theoretical Framework), by Dr. Carmine Pirozzoli (The Joint Investigation Teams: Practical Aspects), and the second session (Fighting Corruption and Money Laundering, hrs. 4.40) that will include the speeches of Dr. Antonio Cantarella (Relationships Between Self-Laundering, Mafia-Type Association and Aggravating Circumstance of Money Laundering) and Prof. Marco Naddeo (Anti-Corruption and Anti-Money Laundering: Criminal Networks and Prevention Models in comparison). The final debate concluded the work.

On Thursday 13 May 2021, starting at 2.30 pm, on the “Microsoft Teams” platform, another Lecture of the Jean Monnet EUWEB Module took place, dedicated to Promotion and Protection of the Rule of Law in the Accending States and EU Member States. The Lecture started with the introduction by Profs Teresa Russo, Anna Oriolo and Gaspare Dalia (Critical Remarks About the Rule of Law as Value (Almost) Acquired). Then, it was followed by the speeches of Prof. Nicoletta Parisi (Rule of Law and European Union’s External Action), of Prof. Niuton Mulleti (EU Civilian CSDP Missions and the Consolidation of the Rule of Law in the Western Balkans), of Prof. Erjon Hitaj (The Role of the Kosovo Specialist Chambers & Specialist Prosecutor’s Office in the Stability of the Western Balkans), of Prof. Jasmina Dimitrieva (The EU Support Modalities for Upholding Electoral Integrity in the Western Balkans), of Prof. Marina Matić Bošković (Promotion of Standards on Independence of Judiciary in the Western Balkans and EU Member States) and Dr. Simonida Kacarska (Europeanisation of (North) Macedonia. What Role for Fundamental Rights?). The work ended with the final debate.

On Thursday 6 May 2021, starting at 2.30 pm, the Lecture of the Jean Monnet EUWEB Module concerning Criminal Judicial Cooperation in the Digital Age: IT Security, Prevention and Repression Mechanisms and Protection of Procedural Rights took place on the “Microsoft Teams” platform. The Lecture started with the remarks of Prof. Teresa Russo and the introduction of Profs. Gaspare Dalia and Anna Oriolo (Current Trends of the Judicial Cooperation and Procedural Rights: The Protection of the Ne Bis In Idem Principle) which were followed by the speeches of the Judge and Prof. Antonio Balsamo (The New Perspectives of International Judicial Cooperation in the Digital Age: Electronic Surveillance and Protection of Fundamental Rights), of Prof. Donatella Curtotti (Hi-Tech Investigations, Cyber Space, Evidence Exchanges Between States and Internet Provider Services: A Regulation That Isn’t There (Yet)), of Prof. Ivan Illic (The Approach of the Western Balkans Courts to the Ne Bis In Idem Principle), of Prof. Ismail Tafani (The Albanian Judicial Cooperation with the EU as a Tool for Guaranteeing Human Rights and Achieving a Functioning Democracy), and by Prof. Jelena Kostic (Economic Crime and Criminal Law Cooperation in the Digital Age: Challenges and Recommendations).
